Whether technology is endogenous and based on domestic research and development activities or is of foreign and exogenous origin, it requires management of the transfer and development process. Innovation is the factor of progress in developed countries and the factor of regret in developing countries. Today, technology plays a fundamental role in improving people's lives, therefore, using the theories and expertise of the academic and industrial elite community for planning to strengthen the industrial and production cycle in various fields of engineering and applying new findings to localize and apply new technologies in civil engineering and architecture in the world is an important need. Today, the need to pay attention to the existence of applied elements in engineering can even be considered the foundations of gross national product for sustainable exports to countries in the region and the world, therefore, further strengthening of technology and technology in civil engineering, architecture and its development typically increases the fertility and self-confidence of the people of a country and turns it into an important country in the world. What is certain is that the movement towards development and civilization will be achieved when scientific and practical infrastructures are available, and universities, engineering organizations and other executive bodies are the guarantors and executors of the creation of these infrastructures.

Therefore, holding the Fifth International Conference on Seismic Strengthening of the Country and the International Conference on New Technologies in Civil Engineering, Architecture and Urban Planning (with official permission from the Ministry of Science ISC) at the University of Tabriz, in line with the successful holding of the first, second, third and fourth sessions of the conference at the University of Tabriz and Shahid Beheshti in Tehran and their very extensive reflection and by benefiting from past experiences, distinguished professors from prestigious universities in Iran and the world and scientific research institutions is a suitable opportunity to exchange information and present new research findings and bring together experts, thinkers, academics, policymakers and managers, relevant and interested organizations, consulting engineers and specialists and enthusiasts of engineering sciences. Holding this conference provides the opportunity to exchange views and establish scientific relations with universities and specialized centers in the country and the world in the field of common concepts of engineering sciences and other topics related to the conference themes.
